Speak to the US Embassy, if it is vital, I'm sure they will give you advice. I know of someone that recently left for Austria, he needed a health clearance at this end, a test and quarantine in Manila, in all I believe it cost P20,000 + airfare.
They have shut the airport here again now so no one will be going anywhere anytime soon. That includes sweeper flights.
We got out August 4. You have to get travel authorization which involves getting a health certificate from the city health office and submitting it to city hall to get the travel authorization. Best airline that doesn’t cancel without notice is Cebu Pacific for local and ANA airlines for international.
