    I've also received various items of mail from UK. Mostly posted out around January '20. Seems that they have been in Dumaguete for several weeks though as the postal service worked out where our address is.

    They are blaming COVID for the delays. They will milk COVID as an excuse for years after an effective vaccine or cure is implemented. There will be COVID-related service failures in 2029.

    Because they needed an excuse? Nothing has really changed, just the realization, to the few that didn't already know, that none of the rules actual matter nor are they ever enforced. Overstayed you visa? Not a problem. No drivers license? No problem. No registration? No problem. Smoke in town? No problem. No helmet? No problem. No money? Now THAT is a problem.

    A problem with some Americans here is that our government agencies such as SSA and IRS consider the post office here to be reasonably reliable, therefore when they send you things like SSA “drop dead” letters or IRS security pins, they expect you have the information in time to respond by their deadlines. The things people say about 6 months delivery time are very real and are a problem for us although not so much of a problem here where locals seem not to rely on snail mail; they do not even try to allow pay by mail for electric and water bills; for that, everybody is used to paying in person. I suppose that, lacking public outcry, this will not change in the near future but I sure wish our government agencies would allow us the option of paying them to send information to us by private services like DHL/lbc. Or better yet, by email.

    There is a newly opened LTO office in La Libertad. They just opened January of this year. I checked last week and they were still accepting renewals. Not many go that far up north so they aren’t as full as Bais LTO is. A drive up there usually takes me an hour and a half.

    Fixers used to be hanging around the LTO in Dumaguete but the practice had been prohibited. However, I know that they still continue to operate on the sly. You may inquire at testing centers near LTO---they know.
