My wife and daughter need to attend an interview in Manila for UK visa application. Where can we find information on requirements for travel?

The article does not mention any required documents to leave Dumaguete on a flight to Manila, and also the Cebu Pacific website doesn't mention any required documentation (they do have requirements about wearing mask/faceshield en advice for checking in

However, for your return trip from Manila, Dumaguete has requirements,

It would seem smart to get item 4. even before traveling to Manila. If you can only apply for 4. after having 1, 2 and 3, then I would count on an extended stay in Manila

 

i stopped and had a drink yesterday at PJ's restaurant on the northern edge of bacong and visited for an hour or so with owner jerry. he advised that he knows of approximately forty of his former patrons who have left the country stating they will never come back. he told of 13 canadians who all left on the same day vowing never to return. (btw, PJ's has great food and is an area oasis for expats) i am not much into socializing with other expats but i am aware of two who have left/are leaving and do not plan to return. one is already in thailand, the other is going to vietnam by way of the US. i will turn 78 in two days. as i look at this list i cannot imagine trying to travel in this country under the present rules! i am thankful that i do not have to face travel issues for another year or so and will hope by then some common sense has returned here. leave it to the philippines to create a system that is so confusing, difficult and at times internally contradictory.

 

I don't know, but I would guess from the guys and girls who made those rules, i.e. the local IATF (Inter-Agency Task Force for the Management of Emerging Infectious Diseases). As for where they can be found, try asking at City Hall.

As for people leaving the Philippines, obviously we all have different reasons to live here, and the ties to this country will not be the same for everyone.
The most important factor will be whether one has a family here.
It would seem to me that the leavers are not leaving behind a family (if they are, shame on them).
If this exodus (if that's what it is) is happening because of Covid and/or the accompanying rules, it would seem to me that at least some are helping themselves from ulan to taliksik (rain to drizzle). It is a Dutch metaphor (van de regen in de drup) that indicates change isn't always for the better.

Vietnam has much more stringent restrictions on travel than the Philippines. Currently they're still closed for foreign tourists.

Thailand currently limits tourist visa to a maximum of 270 days (subject to documentation requirements) and also requires a 14 day quarantine upon arrival.

If they are relocating to their country of origin, they might be getting into a much worse covid situation than we have here (so far).
