    Two weeks ago you needed a pass to get in but if you said you were only going to the Robinsons supermarket to get food, they let you in. I found that out myself.

    Wife was downtown today nd wanted to get into the main BPI. Had mask, had shield, left pass at home, denied entry. Seems the main BPI is the only establishment in Negros Oriental still requiring the pass.

    I don't know.
    I was in the BPI San Jose branch this morning. I had to sign the book before I entered but I never had to show a pass.

    Went to the PNB in Calindagan 2days ago; I had a mask but no face shield. Guard said I needed a face shield, so, I got one out of my waiting car outside (wife driving) and surprise, I got in. There were several customers inside but only one other customer had a face shield. Anyway, cannot beat the convenience of going there because I can pay both NORECO and Fil-Products cable there at the same time.

    Yeah, I believe it is only the BPI Main on Perdices, I guess the Manager did not get the memo that every other institution on Negros Oriental got.

    With quarantine regulations the only thing that is consistent is their inconsistency.

    I saw a notice that the quarantine pass rule will be in force but only at cemeteries on All Saints Day. This implies that they have been relaxed in all other cases. Has anybody seen an announcement to that effect?

    A bit off topic but just saw some news that in Europe, the infection rate is going through the roof on a second wave. Too early to start relaxing these rules I think. This is going to get worse than better. Hope we are safe here though with the isolation we have from the rest of the world.

    Agree. For some reason it seems that Europe with the exception of Germany really hasn’t handled this very well and they have a much higher death rate than the Phils (which is really the only thing that counts). They are 6-10%. Phils and US 3-3.5% last I read. We don’t really have a second wave here, just a sustained first wave that stays flat and never seems to change, but death rate is substantially decreased over time, probably due to the statistics of testing uncovering more known cases but an unchanging number of deaths. In Europe more people are dying. Why? Different strain of COVID? People not taking it seriously? Diet? Older population? All of the above? Who knows.

    I think the only valid measurement is death rate and that is what everyone is worried about anyway.

    True, authorities here must be vigilant and they are, having had the longest and strictest sustained lockdown in SE Asia and perhaps the globe. Having a little flexibility in quarantine pass enforcement is Dumaguete isn’t going to have much, if any, effect in the scheme of things. But I agree that they must stay informed and impose tighter regulations if/when needed, ie when PATTERNS of SUBSTANTIAL risks are observed. As it is, I believe if they found 2 symptomatic infections in Dumaguete city contracted by community transmission we would be back to ECQ.
