Mailing absentee ballots to Manila

    I am impressed with the honesty displayed by the clerk. Now I will not waste my time and will stick with DHL who got my documents to Austin TX in less than 10 days at, sent May 19 (height if the lockdowns). Hope they can improve in the future. I suspect DHL has their own transportation logistics (air) and PhilPost Express might be relying on commercial air carriers who are continually cancelling their flights. Just a theory.

    I thought it was well known that PhilPost (goodness, I thought I was typing my user name there,) has always delayed the air transport of mail out of Manila until the bag is full enough to warrant sending it. It never really was a daily occurence.

    My absentee ballot from california allows me to FAX it back. Bethel says it's fax is out of order, but that may be temporary. WhyNot said yesterday it has a fax machine to the US, probably all international, for 75 pesos a minute, when globe fixes it's internet. I also read something about a major overseas cable being broke for a week or so soon, have to confirm that. Got till 3 nov but planning on soon, too important to screw up.

    When faxes were more common around 1998, I used the free service eFAX to fax from my pc extensively. Now you can only get a 14 day free trial. There is another one https://www.fax.plus/free-fax/ but I never used it however it is said to be completely free. Maybe it survives by ad support (?). I will say eFAX was very good. There are other apps that you can use from your smartphone using the camera. It might be something worth looking at.

    Y-not must be using a standard PLDT telco landline for international faxes. If so, the rate is very high compared to other countries’ landlines. Efax is Internet, not the old PTT lines, thus much cheaper and free in some cases.

    A printer with a scanner and emailing sounds better value in the long run.

    California does not allow email for absentee ballot return, and I don't trust free fax apps. About as much as I trust google or farcebook.

    Your decision. They will probably at least email you an absentee ballot which you can print out in hard copy and send back. You can still try to get the ballot to the US embassy with US stamps on a self-addressed envelope, as they require, or you can DHL the completed ballot back. Figure on 2 weeks to get it back (probably much faster). Still a few options left to make your voice heard.
