The Bar association gets to decide who has charges pressed against them? I thought they could only handle internal disciplinary and ethical matters among their ranks. I'm sure they have a lot of power and can influence judges and prosecutors but to come right out and say they wouldn't allow charges to be pressed before knowing all the facts of an investigation seems a bit...unethical. :cautious:

I think you misunderstand the situation.

The Bar Association is going to encourage the Provincial Inter-Agency Task Force (IATF) to hold an investigation, and possibly press charges.

I believe, under Filipino Law anyone can press these type of charges. So the Bar Association could press charges if they wanted to.

Although by law they can press charges in this case, the Bar Association has decided that they would not initiate the filing of charges against the APOR.

The Bar Association is encouraging the IATF to press charges because the IATF is responsible for the law that was broken.

People have expressed their ire and disappointment at how the provincial govt.is handling the situation. These officials are showing their true colors. Now we know who not to vote in the elections in 2022.

Talking to a police neighbour of mine, I'm doubtful that there will be any charges (NOT official). The APOR lives outside of Dumaguete City and the 24 hour quarantine for APORs only applies within the city. Depends how the wording 'anyone entering the city' is applied. That taken literally would mean that every visitor by land transport from outside the city boundary would need a 14 day quarantine period, which is clearly ludicrous.

Does anyone have a good handle on how many cases there are that can't be traced to a contact with on of the APORs? I read of 3 that can't be traced, but it isn't clear how they found out the three were positive. Were they symptomatic and got tested?

Will it matter when money is being handed out for votes?

Is there any move to reform the requirements that you know of? I'm not sure that even this embarrassment would mean enough to cause any change in behavior as there were APOR violations noted back at the end of July here (an APOR tested positive for antibodies), and yet this incident occurred. May be I'm a little cynical today though.

I'm sure I did read a few days ago that the APOR loophole will be closed in the province. Not seen anything since though.
