No idea. I think they might be just asking where you are going/live. I'll be going into the city later and will report my findings.
Just got back from Dumaguete. It seems that "discourage" really means "sit under a tent and do nothing". However, on the way up two of them were standing up under the tent, it almost looked like they were going to do something but ended up deciding against it.
I went through the south highway border at 9:30am and back through to Bacong at 11:00. No one being stopped.
Got back about 30 mins ago myself. Been down Jose Romereo to Ceres terminal. Nothing doing on either chekpoint passed.
