I see a post on FB (Yes the Best Dumaguete) saying that as of Dec 3 that "quarentine control points" will be operating again "to control the volume of people coming in and out of the city".

You'll be shocked, shocked, to know that all of the important detail, such as what this entails in practice for anyone wanting to go to Dumaguete, is non-existent.

Does anyone know if this means we're back to the Qpass system as before?

This is tradition, with all new rules first needs to be clarified for like 5 to 10 times before we can make anything from it... And by then the next cycle starts.

So for now, we will see tomorrow. My guess is as usual, there will be people hanging around in tents checking for a virus passing by...

Shocked? Not really. Otherwise one would have to be shocked every day in the Philippines. But concerning your question: What do all these new measures mean in practice. Well it could mean this or that. That's how things work here. You will get used to it.

Still have my resident pass for Dumaguete, a red and purple one. The wife "knew a guy" that's why we got two and are covered for everyday.

Traffic might be a little lighter in town for a while until all the excitement dies down.

They reported that Negros Oriental went from 111 to 98 active cases and that Dumaguete had 10 recoveries. Compared to Negros Occidental that as of last nights news had reported a little over 1800 cases, making it into the top 10 for the country, I'd say we are still ahead of the game, at least for now.

At 9:00 at the south highway border today, cars and buses were being checked for all wearing masks. Heading back around 11:00 checkpoint basically empty

We went into town from Valencia around 12 noon then back 2 hrs later, nothing doing each way !
Pity really, as i said in a previous post i kind of liked it when we could only go to Robinsons 3 times a week, the parking was so easy.

I hope they don't go back to that as I have things to do daily in Dumaguete. I would definitely look to find a way to circumvent the rules to maintain my daily gym habits. They can't possibly cover all roads to Dumaguete, plenty of back roads.

The previous pass system seemed to be easier for non-residents of the city than residents. Clearly there were less people moving around altogether in the early days of quarantine - you could tell from traffic volumes. However, it seems illogical to cram the whole visiting population of the city into less days than those from outside, when the ones outside the city are naturally going to visit less (owing to distance and having more local amenities). Going back to that would be retrograde, and I think they know it (but you can never be sure!).

My wife went down from Valencia early today. Said there were checkpoints not stopping anyone, so you just drive through. Bacolod is down in the 300s in cases and Iloilo is in the 200s, so I'm still optimistic. We don't know where tests are being done and news comes in meme bulletins. And somehow deaths jump and we may get news on half of them or less. So we just have to make do with what we get.
