Do I understand this correctly? People who install a top box or saddle bags on their motorcycle will have to have it inspected and pay a tax? However, under the Land Transportation Office (LTO) Memorandum dated 15 March 2016 Guidelines on Inspection and Apprehension Relative to Motorcycle Top Boxes and Saddle Bags, motorcycle riders are required to have these items be inspected and registered by LTO and pay the corresponding fee.
I know someone who has a roof rack on their vehicle and even though it is not a commercial vehicle, he pays 100 every year as an additional fee. It is not inspected by the LTO annually but probably was when it was initially added. Soon you will need 3 sets of paperwork and a fee when you need a fart.
I asked the LTO here one time why there so many two stroke pedicabs still on the road here.. There is no way they could ever pass a smoke test because of the engine.. The LTO told me straight to my face they did not have anyone with the technical expertise to differentiate between a two stroke and a four stroke engine..
Please don't let the Belgian Politicians see this! I think they will use it also. That's the only thing you don't have to pay taxes on it. For the rest, we have them all...
Not many things ruin the looks and handling of a bike as much as a top box, insofar a tax on these things might actually be a good thing
