I've had several encounters with her in the past. She once tried impounding my bike with a perfectly good and current, though nearly expired, OR/CR, it seemed that she was confused on what the date was, trying to convince her of the actual date was impossible. In another encounter she refused to believe that I was here for less than 90 days (had a copy of my passport visa page to prove it but she wanted the original) and my foreign license was good to drive on. I was lucky on these occasions that someone far more reasonable came over to let her save some face and let me go. Another time she got me when my OR/CR was actually expired. She must run through ticket books faster than any other LTO enforcer. I'm not sure how to feel about that. If all the LTO officers took their job that seriously it would solve a lot of traffic issues...but at the same time make driving in Dumaguete incredibly stressful and a huge hassle.

Does anyone know what the penalty is for driving with a foreign license after being here more than 90 days ?

In the Philippines, you must be 18 years old to get a driver's license and 17 years old to get a student permit. If you are caught driving without a valid driver's license, you will be fined and disqualified from being granted a driver's license or from driving a motor vehicle for one year from the payment of the fine. This includes driving with a suspended, revoked, improper or fake license. Tourists who are driving with a valid foreign driver's license beyond the maximum allowable period of 90 days, and students driving without being accompanied by a properly licensed driver fall under this category. If you submit fake documents to apply for a driver's license or renew an existing driver's license, you will be fined and your license will be revoked. Additionally, you will be disqualified from being granted a driver's license and driving a motor vehicle for one year from the payment of the fine.

So when as a child I saw Mr Whippy ringing his bell on the street outside, that was you?

Are they just doing this in Valencia or are they planning to start in Dumaguete too? That's gonna be a huuuuuge pain in the @ss if they do lol. The gf says I shouldn't worry they would probably start slacking and eventually stop soon

It is probably just Valencia. I noticed today there were 4 motorcycles parked in the exact same location at the exact same time as where I got my ticket. I was just at the wrong place at the wrong time. Seems enforcement will be hit and miss as is always the case in the Philippines. These things never last long.

Anyone know how long an infraction stays on your record? I'm guessing 6 months or a year.

I don't know but it could prevent you ever holding office again - so my friend, a clown, told me.
