    Yes, there is - and it is very effective. I don't know if you can get it here but, if not, then live E.coli or Salmonella will have the effect of preventing someone queuing too long! [WARNING: This is a joke! (Supposedly). The administration of pathogens to a person is illegal, dangerous and can lead to even more brownouts.]
