Finely got an answer. Our water comes from valancia. The landlord said they can switch it to Dumaguete an said it cost about 10,000p to switch it. She wants me to pay for it. Probably trying to RIP me off.

I was going to ask you (in a friendly non-combative way (not wanting to do combat with a young, fit, military man!)) if the USA uses 'hoist with your own petard' But I checked and you do, but use 'hoisted' - this led me to its derivation and links to the French for f*art ('péter'). Be careful before you switch and consider everything. We are Dumaguete and our neighbour is Valencia. Their bill always seems much lower than ours, but that could be because we use more (western way of lifestyle). We have a cut-off at 2100hrs each night until around 0500 next morning. I don't think Valencia do that, but not sure. So, consider everything and check these things before switching.
I could go in at great depth (as I once said to a lady) - but it seems many are confusing v*g*n* (anatomical and animal) with vegan (plant diet) and that is an enormous worry (as a lady once said to me). (Btw, well done @Show Pony - petard hoisted again!).
