OK but knowing how things get interpreted here and I have been n the receiving end of one which was really rather stupid, but just because ECQ has finished but will all the other variants around I was wondering how we stood on that issue of the moratorium. Think this may get burried here with little answer. But hopefully I wait to see.
Thanks for this full account of current law and news. I heard (on the Facebook stream of her daily briefing) Dr. Estación list the American who tested positive while planning to travel, but I could not catch her mention of his age. Same for you, I guess.
Isn't it interesting that the two foreigner cases quoted were detected "whilst preparing for travel"? Does that mean they would not otherwise have been detected? If so, I guess that as the number preparing for travel is, I assume, a small percentage, it would indicate that many of us are currently positive! Or are we?
Yes, I had the same thought. Testing in the province is limited to one small lab at the Provincial Hospital, and what they can send to labs in Cebu City. So there is little or no random testing, as of these asymptomatic foreigners. Mostly, they test people known to be at risk--residents returning from other places and people in contact with those who have tested positive. So these two positives in randomly selected persons demonstrate what is already known around the world, that the virus is carried by many more than we know. These two are the tip of an iceberg. I feel for those two guys. They only wanted to leave, now they are stuck in quarantine. Could happen to many in future when travel freely resumes.
That would, of course, be a good thing (re. herd immunity) - but more thorough testing is being performed in some countries and I am not aware they found a significant level of 'unknown' infections. Another possibility is whether the tests here are giving false positives.

So I looked at the City Government Public Information Office's Feb 18 CoVid-19 Update at https://www.facebook.com/LupadDumaguete2016/ that echoes the Provincial Government's daily live report on Dumaguete. Taking together the Provincial Government's and the City Government's situation updates, the two to be precise are: 1) NegOr-CoViD19 Patient No. 1622 - a 71 year old Swiss national from Barangay Combado, Bacong who opted to be swabbed on February 16, 2021 for travel purpose and then tested positive same day so that he is now confined at the Bacong Isolation Facility, as reported on Feb 17/21; and 2) NegOr-CoViD19 Patient No. 1631 - an 81 year old American from Barangay Camanjac, Dumaguete City who opted to be swabbed on February 17, 2021 for travel purpose and then tested positive same day so that he is now confined at the Dumaguete Isolation Facility, as reported on Feb 18/21. Since no one but Our Maker is able to help in this unprecedented situation that the whole world is in, let us pray in our Lord Jesus' name for God's grace to supernaturally enable the earthly bodies of these two asymptomatic expats to naturally overcome the SARS-CoV-2 virus infection, that they may live in full the days and purpose God ordained for them from birth. Expert assessment for USA, based on random testing, ranges from 19% to 30% already infected (CNN). Again sympathizing with the gentlemen, I wonder if the American is confined to the tent city behind the sports stadium.
Today's catch, as related by Dr. Estación was quite large. Of note, a student proposing to travel, caught asymptomatic. A one-year-old, Lo-oc Dumaguete, hospitalized with pneumonia. A nurse, hospitalized. This last is especially concerning: still a lack of PPE? (Personal Protective Equipment). The press asked, Why is Negros Or. considered low priority to receive vaccine, because of supposedly low case numbers. Dr. Estación says we are prepared and ready to receive vaccine. Much more that I could not follow. NCR is high priority, she notes.
