Since 2019 many thousands of case's from this flesh eating bacteria in the Oceans have infected quickly and not been treated promptly resulting in death and amputation. It may or not be in waters we swim in here in the Philippines but it is spreading due to the fact of shipping long hauls that fill their ballasts in one Country and empty them in another. It is growing so as not to change any swimming or Ocean enjoyments, just do know that after a swim if you experiences pain, redness, along with substantial swelling, relay the bacterial name to a Doctor. If treated with-in 48 hours antibiotics defeats it fully.

I do think you have the Latin name wrong, I know this as being Scottish I speak in the Scottish vernacular a mixture of Ye Olde English and the Latin, no one understands one bloody word we say but we kind of like it that way. I think this bacteria which was discovered by the Italian Biologist, Fuckdivano was named by him as; Vibrio Vilhefucus
Did he get it from swimming here in the Philippines? Also some have caught it in the Florida area eating Crabs and Shell-Fish.
