Why is Dumaguete so late in vaccinating seniors?

All of the cities around Dumaguete have been vaccinating seniors for a couple of weeks now. Valencia, Bacong and Sibulan.

What is the problem with Dumaguete?

May 17 .... received his first dose of COVID-19 vaccine, along with 139 other senior citizens from ...., Sibulan

“City Health Officer Dr. Maria Sarah B. Talla confirms 12 new COVID-19 cases and 2 recoveries, Monday.
Hence, from January 30, 2020 to May 31, 2021 the city has 245 active COVID-19 cases, 732 recoveries and 41 deaths.
The 12 new COVID cases are: a 37-year-old product sales representative exposed to a COVID case from Bacolod City; a contractor who was swabbed as part of travel requirement; the mother, sister and son of confirmed cases in Barangay Banilad; 43-year-old self-employed lady with symptoms of Influenza Like Illness; a male resident of Barangay Motong; an 82-year-old retired physician; a 36-year-old student and 2 provincial government employees.
All COVID-19 active cases are isolated while their 22 known close contacts are quarantined along with 2 persons with symptoms of ILI.
Meanwhile, the 2 new COVID recoveries are: the 38-year-old cashier of a store and the 50-year-old provincial government employee.
Dr. Talla also reported that 16 Persons Under Monitoring (PUMs) completed today the 14-day quarantine without any medical incident, thus cleared to return to their families.”

I live in Bacong and still waiting for my jab, seems like my barangay have gone to sleep. The rest of the seniors in Bacong have had their first jab.

I heard some of those vaccinating earlier in Valencia were not receptive, and some were in isolation.

Maybe Dumaguete has a higher ratio of health care workers to population because all of the hospitals are located in Dumaguete. This would put seniors further down the list when compared to Valencia, Sibulan and Bacong. I wonder if this was factored into the distribution.

The Dumaguete City Health Office received a total of 956 vials of vaccines from the Integrated Provincial Health Office (IPHO) in 10 batches since March 22, 2021 to June 1, 2021

All the vaccines received were used to inoculate residents of the city belonging to Priority Group A1 workers in the frontline health services and A2 Senior Citizens in 2 doses.

Specifically, the COVID-19 vaccines received from the office of Dr. Liland Estacion of IPHO are the following:

March 22, 2021: 180 vials Sinovac and 6 vials Astrazeneca
    March 23, 2021: 3 vials Astrazeneca
    March 29, 2021: 1 doses Astrazeneca
    April 19, 2021: 100 vials Sinovac
    May 10, 2021: 200 vials Sinovac
    May 14, 2021: 46 vials Astrazeneca
    May 20, 2021: 20 vials of Astrazeneca
    May 25, 2021: 100 vials of Sinovac
    May 27, 2021: 200 vials Sinovac
    June 1, 2021: 100 vials Sinovac

For A1 about 323 frontline health workers received the 1st dose of Sinovac and 268 of Astrazeneca; for 2nd dose, 254 for Sinovac and 101 for Astrazeneca.

For A2 about 737 senior citizens, who registered both online and through the forms from the barangays, were already inoculated.

The vaccination for A2 (senior citizens) will continue once additional supplies of vaccines are received by the City Health Office from the allocation of DOH and distributed by the IPHO.

Dumaguete is way behind Cebu in vaccinations. Dumaguete is still working on A2. Meanwhile Mandaue City is already vaccinating A4.
Why is Dumaguete so slow? What is the problem?

Confused, did 69 frontliners who received Sinovac refuse the second dose and likewise did 169 frontliners who received Astrazeneca not receive the second dose, or is there an explanation that I am not considering ?

Maybe they are mixing up the vaccines. You can use any booster. Studies have shown that this is OK. Some believe that it is better as there is a better chance you will be protected against diverse variants.
