    As of October 12, it was like this. I don't think it is different now.

    I don't know.
    Effective Oct. 23, 2021, travelers will no longer be required to show an S-PASS (Safe, Swift and Smart Passage) to enter Negros Oriental, an advisory from the Provincial Inter-Agency Task Force (PIATF) said tonight, Oct. 20.
    However, negative test results are still required prior to entering the province.
    Unvaccinated travelers are required to present a negative RT-PCR test result valid for 72 hours.
    Fully vaccinated individuals, on the other hand, need to secure a negative antigen test result valid for 48 hours along with their vaccination cards.

    Effective Thursday (November 4, 2021), fully vaccinated travelers may enter Negros Oriental without having to present any test requirements.

    I just saw this on Farce book HEADZ UP NegOr
    WELCOME (BACK) TO DUMAGUETE
    Effective Nov 4, 2021, Entry Requirements to Dumaguete (from other provinces) Must be submitted at border/entry control points and that’s Land, Sea and Air.
    FULLY VACCINATED:
    1) original vaccination card
    2) original vaccination certificate issued by local vaccination center or DICT
    3) original govt-issued ID
    4) photocopies of:
    * vaccination card
    * vaccination certificate
    * govt-issued ID

    What is a vaccination certificate, anybody on here got one, if so where / how do you get it, what is DICT ?
    When we were vaccinated all we got was a crappy little piece of cardboard which had laminated.

    DICT is dept of information and technology.....
    BUT
    they don't issue the vax cert!
    We got our vaccination certificate at our local DOH office, paid 20 php each.
    To get it we took our vax card to them where an LGU doctor signed off.

    Regarding VAXCERT with the QR code, this island is not uploading to the master database. We applied and uloaded pics of ID and vax cards and nothing......so we contacted the our LGU IATF agent who gave the name and number to "a guy" within the local DOH who then generated the VAXCERT with QR code and sent them to us via e-mail.

    DICT = Department of Information and Communications Technology ,
    website here: https://vaccinecertificate.dict.gov.ph
    However:

    So, if you need one*, you might be well advised to (try to) get a certificate through
    https://vaxcert.doh.gov.ph
    * Apparently, if your "crappy little piece of cardboard" has either a QR code or the contact details for your LGU's health office, then you don't need a vaccination certificate at all.

    This is the site we tried, uploaded our info, was told to wait 5 days, and nothing happened. As of this weekend we found out that people who tried in Duma got the same info (so it is not just our LGU).
    This is when we contacted the IATF person who provided the DOH contact to get the card.
    Concider, if you are going to get the LGU cert, while there see if they can generate and print the VAXCERT. this way you are covered in case some places don't accept LGU certificates.
    Like a boy scout
    BE PREPARED
    Also, the vaxcert card should be free because it is the natl govt site, not the LGU.

    I understand what DICT is. But I got vaccinated in Europe and have the yellow WHO vaccine certifcate where are all my shots are registered. Hopefully the Philippines will accept this proof when I will come back early 2022.
