Any link where I can read that announcement. So many "fake" news since there's a ban for tourists to enter the PH.

I can't really answer the question, I would think that options to cancel/reschedule depend on the small print (terms and conditions) for the ticket/airline.
As far as travel insurance (medical coverage) is concerned, I have used AXA in the past, pretty efficient (online application), solid insurer (large French company) with a presence in the Philippines.
    Website here.

Don't know if you can see the list of countries here but should work if you have a Facebook account!

I assumed from past times that there were mutual agreements between countries?

I would suggest to use a website like momondo.com, which, apart from being a search engine for flights and hotels, also has a section per destination that has information on travel restrictions. And then, once you find something that seems doable, double check that country's official website (usually dep. of foreign affairs), and check again when you get closer to your travel date (it's a rather fluid situation now, rules can change from one week to the next). If you don't have one already, try to get a vaccination certificate from vaxcert.ph. Your paper vaccination cards might not be accepted everywhere.

The DFA FB page has a list of countries accepting the PH VAXCERT card as proof in order to enter.

I like Vietnam for Visa Runs - and they currently allow vaccinated travellers from The Philippines. Note that they will require Health Insurance valid for Covid-19.
