Yes. I had to show mine October 2nd flying out of Singapore and than had to show it to customs coming in. Every one was being asked for it in line and 4 persons were dis-allowed to board (that I noticed) Have it on a device to show or print it off and you do have to upload files or jpeg of vaccination QR Code etc. They never asked for my throw away ticket out which was a 1st. Yes but unfortunately not really that much difference with the "new" eARRIVAL CARD. Best most up to date info regarding this is by the Filipino vlogger Jennifer Terri. This still has the stressful deadlines in place. But they do acknowledge some of the previous issues and will help anyone complete it in person apparently. I have mine to complete in the next few days, keeping a copy of the QR Code on all gadgets and a hard copy just in case. Philippines seems way behind the curve to other Asian countries, which will equal less tourism. Whether that's good or bad depends on your pov.
Putting it bluntly No, or rather none I'm aware of at least in Asia, can't say much regards elsewhere. Still as it's not our country and we guests etc etc....
The QR Code is no longer required to board any flight to the Philippines. However you will need or can complete on arrival. This does remove a lot of the stress IMO.
