I'm trying to find either Quikcrete or a suitable substitute... I don't want to hastle with mixing sand and gravel and Portland Cement... just want to add water and poor in the form...

    I don't know.
The chances of getting what to us from the western world is an every day item are slim to none, I would imagine you only need a small amount, if there is any building going on near to your place, just stop and ask the Guys on site, most are quite obliging they would help you out and be pleased to do this, throw a few Pesos to them if you feel the need or buy them a Red Horse.

With most Filipinos looking for ways to make a bit of cash for life's essentials (!), could someone not mix up small bags of ready mix - selling them at the roadside where apparently (never seen it) they sell sand now. Just tell them not to add water when making up the bags!
