    Yeah, a guy sitting at Mactan airport did a youtube video on that. He said the same as you but then went on to say he asked the BI at the Mactan airport and they told him that was BS and he could have got it right there in 5 minutes so long as he was here less than a year and had his ACR card. It was only posted within the last 10 days but I can't find the link

    I was told last month at BI Dumaguete that the rules had changed once again and that ECC's are no longer issued at the airport for tourists who have been in the Philippines >6 months <12 months. For what it's worth, but I decided not to risk it and go to Mandaue.
    Those who need an ECC are advised (by the BI) to apply for one at least 2 weeks before departure.
    I went to BI Mandaue last week to get my clearance, walked in around 12:15 and waited until close to 5 pm to get the ECC and be on my way. So the comparison with the previous post in this thread learns that yes you can probably get your ECC in one day, but the processing time very much depends on (mood/number of applicants/number of agents walking in with an armful of passports who all seem to be having priority).

    A friend who has just left yesterday for the uk was told by cebu bi he could not get an excit clearance at the airport now even though he was under the 12 months. So check before you go as as mentioned he had a 5 day wait to get his ecc

    Dammit, theres always a snag. So me and my girl came all the way to Cebu on Sunday in order to have plenty of time to get the (over 6 months stay) exit clearance. Of course Monday was a holiday. No problem, still two days left, irght? Ahh, but today is a holiday in Mandaue only, immig closed we discovered on arrival at J-Mall. But...guard said we could do it in Lapu-Lapu Gaisano Mall. OK, more taxi rides $ across the bridge. In ...Immig a 50+ white foreigner Lady-Boy sat nearby as I waited. I mean he/she was decked out ala Bruce Jenner, in a wig, dress, heels, full make-up, etc.. I kid you not. Ewww! ...Anyway the officer called me up, looked at my PP and said, "Oh, you've been here less than a year so you can get it at the airport just before you fly out. The new rules are 6 to 12 month stay exit clearance at airport, only over 12 months must you come to Mandaue office beforehand for it. Now they tell me!
    So, I wasted 3 days and 1000's of pesos, again. Hopefully you won't make the same mistake. Over 6 months, but under a years stay, get it at airport before your flite. Over a year you must get it in advance in Mandaue. The fun never ends!

    got my ECC in Cebu Mandaue on 20.March2018

    Valid 30 days,…………Required:

    Original PP
    3 photo 2x2
    Copy of ACR-I Card
    and Application:
    (BI FORM 2014-08-004 Rev 0)

    apply, wait for cashier call, wait for call at small delivery counter
    - even many people, all in all 1 hr
    and 500 P only.
