I think we can determine who Mr. Remollo didn't vote for. Seems from this quote that he might not be in favor of some of policies that Duterte was running on. I find that a bit reassuring. I believe the way the current government is set up it is going to be largely up to the local LGUs to implement any policy changes that are coming out of Manila (Example: there are national laws already for wearing helmets, smoking and littering....yet has always been up to the LGUs to come up with a plan to implement them). There are certainly areas that need improvement in Dumaguete but, as I have stated before, I believe it is the local government that has the best chances of improving the place. What (arguably) worked for Davao might not be best for solution for every city in the country.....and it might actually be devastating to some cities/areas and result in thousands of jobs and income being lost if those policies were forced on them. Manila, Cebu, Angeles, Puerto Galera, Boracay, Iloilo, Dumaguete.....all VERY different places with VERY different economies/cultures/needs. One shoe is not going to fit all of them. I thought that one of the things Duterte was running on was to allow local governments to have more control over the laws/policies put in place in their area and to have more of a say with what was coming out of Manila.

In the US things like curfew, last call and traffic management are left up to the state government, and sometimes even the local city council. I think that this type of setup would be best for a country of 7k plus islands where you have many different cultures/languages. I also don't think it a bad idea for the PNP to be less of a national police force and more of a provincial one. Let the military do the nation wide policing. I think there are several other national agencies, such as the LTO, that would be better controlled by the provincial/city governments/councils.
