It can be risky depending on the individual's visa overstay situation. Also, quite a large percentage of expats have a mental illness that makes a "calm peaceful manner" quite impossible.

Being late on your immigration is something which could land you in jail. Get a lawyer.

If you have the cash and you can meet the requirements, then that might be an option. Even if you can't meet the requirements, maybe the program can serve as a sort of amnesty program for those who have paid the fee and are in application limbo.-

I would rather rely on a good filipino lawyer. I remember this guy from Liechtenstein many years ago. He was fixing all kind of immigration issues. After all he was deported. Because he was doing illegal and murky business. And this is even more risky nowadays when every single detail is in their computer system.
