You do need a permit to have a funeral procession. Without such permit these are just another vehicle on the road without any social stigma attached to them...and when not attached to a funeral they are a rather odd thing to see on the road and should raise some suspicion by the authorities. The police are showing some critical thinking skills in this instance.
It really doesn't sound like that is the case at all. I know it may be hard to believe if you haven't spent much time traveling around the Philippines but they do have speed guns and they do pull people over for going to fast. A speeding hearse IS very suspicious. Not everyone is corrupt in this country. They obviously didn't pay anyone off (or they did but didn't pay the right people) but that doesn't mean they were pulled over because they didn't pay anyone off.

I heard NCR spent a huge amount of money on them recently though. Hopefully they are of the same quality as the thermometers, PPE and virus test kits we’ve been buying! There is no end in sight
With this information I would buy a radar detector but find it impossible to speed here anyway due to slow tricycles and people, chickens and dogs using the roads and highways as walking paths. But perhaps in Manila a few quota arrests could be made on the expressways to bring in needed revenue, as in the US, at least during those windows of opportunity where it would be possible between rush hours.
