    If the “victim” is actually a municipal counselor it means he was elected by his constituency and thus has taken on the title of Filipino politician meaning trusted friend, and/or local back stabber possibly all in one character.

    The counselor usually sits on a board of 7 or 8 other members for the local government.

    Among the social services and facilities that local government should provide, which the counselor has a vote in decisions as stipulated in Section 17 of the Local Government Code, are the following:

    · a solid waste disposal system or environmental management system;

    · facilities and research services for agriculture and fishery activities, which include seedling nurseries, demonstration farms, and irrigation systems;

    · health services, which include access to primary health care, maternal and child care, and medicines, medical supplies and equipment;

    · social welfare services, which include programs and projects for women, children, elderly, and persons with disabilities, as well as vagrants, beggars, street children, juvenile delinquents, and victims of drug abuse;

    · information services, which include job placement information systems and a public library;

    · municipal/city/provincial buildings, cultural centers, public parks, playgrounds, and sports facilities and equipment;

    · infrastructure facilities such as roads, bridges, school buildings, health clinics, fish ports, water supply systems, seawalls, dikes, drainage and sewerage, and traffic signals and road signs;

    · public markets, slaughterhouses, and other local enterprises;

    · public cemetery;

    · tourism facilities and other tourist attractions; and

    · Sites for police and fire stations and substations and municipal jail.

    Now if I had a grudge against a foreigner, and I had political power, and I wanted to save face, I would consider doing the following:

    1. Select the police station to blotter, and with my political pull probably do whatever I wanted to do to make the guy feel like he never want to get in an accident again in the Philippines, and if he did, he would pick himself off the ground, wipe himself off, and try to kiss my a$$ as much as possible. :smug:

    2. I would look at item number one above, the be sure all the trash trucks temporarily dumped their trash as close to the foreigner’s residence as possible, even it meant calling the honest mayor of Bacong and getting permission to have the trash dumped on the guys drive area, or immediately outside his gate. You know us politicians have to protect ourselves from the evil foreigners. :shifty:

    3. In general I would use my political power, letting it go to my head and harass the foreigner who I was in an accident until he "volunteered" to fix all vehicles repairs , paint my house, and my cousins’ houses, pull weeds in my neighbors’ yard too etc. :devilish:

    4. Obviously I would make the phone calls necessary to be sure that any political favors the foreigner needed from my well respected governmental colleagues he would never get… black balling is what I think it is called. :finger:

    5. I could of coarse consider serving the foreigner an arrest warrant while he is in jail at 4 AM in the morning…. Well you know the rest of that story. :whistling:

    6. I would attempt a meeting with the local Bureau of Immigration to do some soul searching and analysis of the foreigner’s adaption ability of living in the Philippines. :cigar::cigar:

    7. I would also use my political power the select the next site jail (as well as slaughterhouse, and public cemetery) as close to where this guy lives as possible... I would overrun the budget on that jail, so all public protective enclosing devices would not be built, like walls and fences used for keeping the inmates inside the jail area. :drool:

    8. I would do all these things to save face, particularly if I was not effective in my street fighting skills .:blackeye:

    Of course I am not a counselor, I am just a lowly guest/foreigner that tries to avoid fights with political people with much more political power than I probably would ever possess. :angelic: So I would not personally have any political decision making judgement listed above :banghead:.… but just saying if I was forced to save face, it might be fun… :happy:

    I think you might overestimate the power of a municipality counselor and how fast government can get things done. A counselor wanting to do so would have to get quite a few other counselors, that have plenty of their own scores to settle, to agree with his petty plan. If the German did what he was accused of I think it would be best to get the hell out of town, the most likely (and permanent) thing someone in such a position could pull off would be a cardboard sign that says "drug dealer"on it. I think the counselor would know that most expats aren't really tied down in many ways and could easily move to a different area making all that bargaining to fellow counselors quite pointless.

    I don't think the counselor actually got his @ss kicked as he was able to make a citizen's arrest. Other articles don't mention a beating but a "biting". Which would make it quite hilarious that the expat (allegedly) had to resort to scratching and biting like a little girl. Just because a guy is smaller doesn't mean he can't open up a can on ya. This German might have made that mistake if the biting version is correct.

    Just ran into someone close to the victim, She said the German did not beat him but bit him on the arm. He spent 12 hours in jail and is facing a case against him now... There is more about the German that isn't correct for me to post based on what I was told.

    Only 12 hours in the jail, maybe he only have one tooth, lol. When you can't post your knowledge, I can imagine a funny story

    I have read too many stories of murder in the Philippines where the stated reason was "long standing grudge". I am sure a Filipino with a "long standing grudge" can figure out how to even the score and gain a few points too. One with a little political power can even the score probably quicker and more effectively than the average citizen.... this probably happens with all countries of the world. There are political people around Dumaguete that are not worth pissing off, ill regards of the un-fairness of the situation you are confronted with them.

    Couldn't agree more with that statement. And there is absolutely no way of knowing who is connected to who in the Philippines, which is why I avoid confrontations with locals at all costs. The bipolar/mentally ill/stupid expats are best served to stay away from the Philippines...though it seems that the Philippines is a black hole that those exact types can't help but get pulled in to. The Philippines is not a place for the broke/mentally ill/stupid expat, there is a steep learning curve and no social programs to fall back on, most of those types will end up in prison, on the streets or dead if they don't run back home with their tails between their legs soon enough.
