I read somewhere on the LTO web site a learner (student) driver for motor vehicle eg a car, has to wait 1month at least before they can apply for their full licence. Anyone had any experience of this for their partner or someone in her family? Is it a rigid requirement here in Dumaguete? as they seem to ignore a lot of the regulations for drivers here compared to Cebu City.
When my partner went for her license it was a rigid requirement that she wait one month from the day she got her learners to the day she could get her normal license. Right to the day. And no amount of "fixer money" would speed up that month. YMMV
I think they figure that if you don't kill yourself in the first month, you obviously know how to drive.
A close friend has her student permit and monday has to take this lto test to get a full licence. That will be interesting to see the result.
