    I thought I would share my first experience with talking to a Barangay Captain. The outcome wasn't unexpected based on 15 years of DI experience. I have neighbor who built behind where I already had a house. Of course, he had to have 4 dogs, that look like death warmed over, and a couple of roosters. Now mind you these are 300 sqm lots, so we are back to back and live in a subdivision. Against the advice of my wife, but out of curiousity, I went to the Barangay Captain to understand my rights (or lack thereof). I did not open a grievance. This was a meeting to understand things a little better. I'm well aware, whose country this is and that the Rooster is the national bird, but there has to be some limits to rooster habitats. The rooster infestation was a non-starter, but the smell from the rooster was something that could be addressed. It also appears that mistreating your own dogs could be an issue. After some back and forth with comparing rooster noise to thunder, we got to the smell part. It was suggested that I put in AC so the windows could be closed. When I brought up the cost of AC, it was suggested I pay for solar to reduce the electricity cost. At this point, I could see that there was much option other than to put out a contract on the rooster. I haven't investigated the consequences of this. Just kidding. It did come out that if there were HOA documents, then you might have a leg to stand on. I'm still working that angle. My advice is if you move into a subdivision get a copy of the CC&R (rules and regulations) to make sure your quiet existence doesn't get trampled on by a rooster. Peace out.

    We had some major issues with neighbors when we bought the land for our current farm, but don't want to go too deep into details on a post.

    I think we are mostly good after 3+ years but contact me and I can give a bit of advice.

    I'm sure many others have had similar situations.

    Has anyone used a lawyer or have a recommendation for noise issues?

    TBH, I wouldn't think there's much point in using lawyers etc. It just creates animosity and cost. A lawyer is hardly likely to fully support a foreigner but he/she will still take your money.

    The issue may be easier to resolve than you expect if you talk to them? Family connections are often invaluable in these cases.

    Alternatively, if you can't resolve the issue(s) without creating friction, and feel uncomfortable, then a move would probably be the best option

    You can go to the most isolated place on the island build a lovely house and any day scumbags can move in close by, i know this from experience :bawling:
    In the Philippines neighbours = problems

    I just don't understand why one person can do whatever they like when it comes to roosters, to the detriment of many others. This is essentially a noise issue created by a rooster, but could be created many other ways. I've never seen such a defeatist attitude than how the rooster noise issue is engrained in Filipino's. This is not a foreigner problem, it's just that Filipino's, my wife included, feel there is nothing they can do, but live with it. That is the issue. Keep in mind, that many of these roosters are used in cock fights, which is essentially animal cruelty, no different than dog fights. This is an example of the few, controlling the many. There are noise ordinances on the books, but unfortunately, it is left of the the LGU's to decide how to enforce them.

    I hate saying this but it appears to me that no matter where you live in PH noise pollution will be a major problem to any Foreigner as it is just everywhere. What can you expect in the land of the stupid? If you were to know half of what I do about the reality of life in the Philippines, you would stick with your life in US with your Lovely Filipino Wife, It is not just the stupid Filipinos that will give you problems, in my experience many many Foreigners are just as bad and never trust one that builds a CHB House their sanity must be questioned?

    For a Time I lived in a high end Sub-division in Mactan with around 400 houses, which had good security and costly dues to support this, they had rules to stop excessive noise, No Roosters were allowed however just outside the security walls they were many of them and as we all know they can be heard from a mile away, but there was another big problem just about every second house had a security Dog and often they were a large breed, they were stuck all day is a small yard going crazy, there were a few that gave a little better care to their Dogs and would walk them but this would upset the crazy penned up Dogs when they passed and this would have a knock on effect to all the other ones and soon every Dog within 100mtrs would be barking, even walking past some of these houses just on your own would start some of the crazy ones off. This was the third division I had lived on and decided this would be the last as they all had problems in one form or another. With the Birth of our Son we decided to then move away to somewhere where the Air was less polluted.

    So we moved over to Valencia which has so much going for it and also the Air quality was near perfect or about as good as it gets for a place with amenities and especially Schools, yet still within the proximity of the City. Almost immediately I started looking for a lot to build on, but this proved to be quite difficult and really did make me realise just how dumb Filipinos can be, eventually I was to meet up with a Great Guy who happened to be Danish we become good drinking buddies, he was also looking for land on which to build on, eventually we found the perfect spot owned by a Foreigner, where we were to buy two Lots at a reduced price both sitting side by side, so I had him on one side an Englishman behind him and the closest other Filipino neighbours were around 50mtrs away, there was a small SS store 100mtrs from us and we were thinking that has to be a plus point, little did we know they had a huge Karaoke machine and every Frid/Sat night there was a party there and the huge speakers were pointed directly towards our two lots, on a Sunday the house that was 50mtrs from us they did exactly the same again pointing their speakers at our lots.

    The Englishman decided to complain and the offenders coming knocking at our doors blaming us for this and then threatening retribution, anyway this fecking Englishman took an ill will towards the Danish Guy and made all sorts of problems for him many times reporting him to the Police, mind you the DG had built his ugly flat roofed CHB House only 1.2mtrs from the Englishman's Patio and all he had to look out on was this quite ugly building and its ugly flat roof. Now this House was a complete disaster from start to finish, the owner DG was to come close to having a nervous breakdown, this coming to a head when the retaining wall between him and the Englishman collapsed onto his house, to further compound this problem he was messing around with the Wife of another Foreigner and ended up going off with her, his house has now lain empty this last 3yrs.

    My friendship was to frizzle out with my neighbour and at one point he reported me to the immigration office, actually it is quite funny how this come about, it was quite regular for us to have a Coffee together in the mornings and a couple of times he was to tell me of this very nice couple he would meet down in the DGTE Bars, telling me how nice the wife was, anyway this particular morning he was to mention their names and as soon as he did I realised I knew them, so being such close friends I was to say to him, perhaps this couple are not as nice as you think they are and that I had reason to tell the Husband to F off for being abusive to my partner, and as for the Bimbo Wife, I dislike her squeaky little voice this grates on me to then add when I was to see her naked her little skinny body did not appeal to me either (I had seen naked Pics of her taken during a wife swap with another couple) he was in complete disbelief at all of this and become really flustered with his face changing colour, quite odd that our regular Coffee morning were to stop after that? how was I to know the Danish Guy was Fecking this little Bimbo? Loose Lips sink Ships.

    No man is an island, but if you can afford one, it may be a solution to noisy neighbours. just a thought for today.
