Does any one know how much you must pay in the Phil. Embassy to avail the re-entry Permit.
This coming March need to exit but since I am a foreigner with a child here in Phil. I can get back. Hope any one can help me address my concerns.

    Thank you!

Having a child here works! In January 2019 the fee was 2,880 PHP. Try to make arrangements for your reentry permit with the BI before you leave. This way you should be able to avoid the Philippine embassy in your home country.

Under the present Immigration rules it would not be possible to make arrangements for a re-entry permit with the BI here in the Phils. As a parent of a Filipino child (Minor) that has reached the end of the 9A Tourist Visa allowance (3 years) you must make your application outside of the Philippines. You do not have to specifically return to your own country, you are able to make the application from any country that has a Philippine Embassy. There is no Visa on Arrival at the moment, you have to have had the visa stamped in your passport before you begin your journey back to the Phils.

Is there a possibility to get a visa when having a vaccine against covid?

I think it very likely that many things will become dependent on having a vaccination (and proof) - entries to most countries being the No 1.
