I have been there a couple months ago, excruciating long wait, even if we arrived like 7:30 am. If it's still like that now (already dozens of people waiting before they even open) then you better come prepared (coffee, lunch).
The Smoke Test just north of City Mall was giving out appointments a couple of months ago. My wait time was about 10 days but I got it done. I'm not sure if they still do that. The smoke tests get messed up sometimes because they run out of forums from the LTO. Out of Stock Sir, not really news.
I had the same experience two weeks ago. Waited a couple of weeks for call and appointment. Then it happened on time.
There is an emission testing center on Flores just after passing the exit from the pier going north towards Lantaw. I don't know what the name of it is, but there is a huge yellow sign that says "Emission Test Center" that you can't miss. We went there on Monday last week and they were fully booked and said come back on Friday. We went back on Friday at about noon and there were 2 motorcycle and 1 car ahead of us. We waited in line and within about one hour we had our testing and all documentation completed for our Fortuner.
I have done 2 bikes recently both done very quickly in the afternoon at Hi-Point time I was there at 2 pm time out 2:35 pm. I had tried with my third bike in August and it took hours and hours but then I was there 8 am.
Arrived at Hi Point 5.30am, Home for Breakfast at 7.10am then the were 000's waiting, OK I exaggerate a little but the early Worm catches the Worm
