To me therefore he should have never been given a Commercial License. Depression during Training is not a good thing to ignore. It was obviously ignored.

Pilots are supposed to undergo medical Checks every 6 months as CAA Regulation. some Fat Controller has got this wrong somewhere. Heads should roll on this one.
Whilst it will come out as a Direct Pilot Error issue. Someone, Somewhere must also be held Accountable.
