Well, I just got done talking to one of the parking boys that hangs out around Bogart's bar. He was there when they pulled the guy out of the water at around 6:30 in the morning.

The body was of a local 12 year old rugby boy / begger. The parking boy that I talked to knew of him.

Also, his head was bashed open, so it's becomes pretty obvious that he was killed by someone prior to being thrown in the water.
