    They have their own plants but it is barely enough to keep up with demand. NGCP releases daily stats on the 3 regions expected power generation and consumption on their Facebook page. Mindanao is struggling to keep up with demand almost every day.

    Looks like most if not all of cebu's power comes from the geothermal plant here on negros.

    I suggest it is because the NGCP could not get away with it in Cebu but they can in "the province".
