There is a free rabies vaccination in most barangays one time a year. In Dumaguete they also have free immunized for both dogs and casts one time a year, it's upstairs at the vet in the public market. remember to get documentation to show if your dog bites someone or you want to travel to another island. I think most foreigners go to the vet and pay if I remember right rabies and parvo vaccination is only around 500 pesos, but give the info to your neighbors. This year it will be in the period March-May in Dumaguete. If you live outside Dumaguete and say you live in Dumaguete no one checks your info. My gf go every year with some of the street dogs and cats which live around our place and I'm the driver, free delivery and pick up lol. Imho immunized is the way to go to solve a part of the problem with street dogs and cats

 

No matter what kind of new rules or laws are being implemented and enforced yes or no. The intended amount of fines looks great but I bet my 5 cents that 99,9% of the dog owners just have no money to pay so that finally the victim him/herself have to pay the expenses for vaccination and more when actually bitten by a dog.
