This list is Not correct. For example I have withdrawn over 20,000 at BPI dozens of times now. The question is actually more complicated than a single answer.

ATM Limits are a combination of:
1) What bank 'owns' the ATM (the ATM owner sets the Transaction Limit)
2) What Bank 'owns' your ATM Card (the card owner sets the Daily Withdrawal Limit)
3) Is your Card from the same bank as the ATM (Banks often have different Limits and fees for account holders, 'in network' affiliate Banks, and other Banks)

What ATM were you able to to get p39,000 in one withdrawal? You mentioned your Bank but not what ATM you used.

Go back up and read my comment again. It explains what the Different ATM Limits are, and who sets them. The comment covers International, National, and Same Bank Cards.

ATM Machines do Not store your card information, there is no way for an ATM to limit your Daily Withdrawal. ATM's have Transaction Limits, Card Issuers set the Daily Limit (the Card I have lets me set my own Daily Limit, but has no say in Transaction Limits at other bank's ATMs).
