Whilst I agree that China spends a significant amount on infrastructure it also owns approximately 19 Trillion USD of the USA's total debt of 39 Trillion USD. The US government holds about 20% through government holdings, 13% held by the Federal Reserve and the majority of the remainder held by foreign governments (maily China & Japan) thereby making China the majority shareholder of the USA. Whilst the USA borrows more money to buy more munitions etc to chuck at perceived aggressors (Iran et al) and replace its depleted reserves, China is selling arms to Iran - indirectly funded by the USA. Win Win for China. If the world started trading oil in Yuan instead of USD then the USA would be totally screwed.
