Any state's (even the "welfare" ones) primary task is to keep their citizens safe. Good healthcare doesn't help much if it's raining bombs on the country. What I meant when I said policy decisions aren't made in a vacuum is that when you're a member of NATO and the members agree that defense spending needs to be raised, then as a member country you can't ignore that obligation.
