You can take the horse to the water, but you can’t make him drink.

You are 100% correct on those two points, even though some cannot accept them.

I followed the video of Dr. Estacion's press conference, as best I could. There was additional detail. Four cases of Delta variant were reported last week, indeed. But they had been known for over a month. The reason of not reporting earlier was contact tracing. With four cases known back in July, and limited testing of the population, I'm afraid the die is cast, Delta is here in force.

This article gives better detail. Variants can only be detected at a genomics lab, unavailable in this province. Further, at least two of the four contacts lied about (illegal) travel out of the province, leading to a false initial assessment of local transmission.

Yes. Much better than there were 2 OFWs as the Sunstar put it. And I note the dishonesty about their movements.

That Metropost story, by Judy Flores-Partlow, was excellent reporting. Far better than what one usually finds in national publications such as the Sun-Star.

Quotations seem difficult to understand for some, but it isn't my math. Regardless of the numbers, even if 9 times out of 10, you died with COVID if you caught it, and 1 time in 100 you died from the vaccine, it should still be a person's choice how they die. Businesses are materially affected by people choosing to not get vaccinated, so I'd say they should have standing.

Completely irrelevant. She even states she "assumes" which is what everyone responsible for their own life choices must do at some point.

That's the part you don't seem to get. There's nothing to figure out if you take the risk of getting COVID versus the risk or vaccine complications. They made their choice and will have to live with it.
