The wife has liked the steaks at Chili's when we pass through Cebu...can't say personally as I haven't tried their steaks; normally have a different meal from the menu. The wife always wants to go to Chili's when we are in Cebu or Manila, not my favorite restaurant but it is okay. Shawn
Went to TGIF in Ayala Cebu just the other day - first time there. I found their food well cooked but prices are high. My wife had steak and it was cooked as requested - I had a huge sigh of relief when she was told the steak costing about P3700 (forgot the name, I was in shock!) was served only in Manila.

OLIO just down from Cebu country club, but like everywhere else, they have a bit of a problem with rare vs medium rare.. But they have cloth napkins...
A long, long time ago in a galaxy far, far away, there was a small hotel near Fooda in Mango Avenue called Eddie’s Hotel who served really good steak on their restaurant downstairs. They renamed Eddie’s Hotel to Beverly’s Boutique Hotel. I was there three months ago, and the steaks werent bad at all.
35 years ago it was called Eddie's Log Cabin and the front of the building was made out of mahogany logs,, Eddy was a World War 2 veteran who stayed in the Philippines after the war.
Go to S&R Shopping, near SM Seaside in Reclamation Area, buy the frozen USDA steaks and bring them back to Duma to cook at home. You still cannot buy them here, sometimes the new butcher shop under the Spanish Heritage building has them re-sell from S&R, but they mark it up 30-40% I think making it a crazy price. Membership at S&R is 700php/yr but you will save that on your first trip for sure....but you prob already know about S&R, might be helpful for new comers though.
