    I have also noticed another uniform. Some of the guys wear boots with wide brimmed hats like the state police in the US. Who are those guys? They look like the most serious of all the police. They rarely do checkpoints and they have never stopped me, usually stopping cars and not motorcycles. (I've only seen them doing checkpoints on the road going up to Valencia just past hypermart.)

    Ah, so they aren't police?

    The police is setup a bit different here. In the US we have federal (national), State (provincial), county (municipality), city and sometimes police for certain areas within the city (capital police) with different chains of command.

    Do they break it down more like military structure here, having subordinate commanders in charge of certain regions/cities that report to a higher commander?

    They are like any other police but instead of uplifting public laws or whatsoever as what these guys normally do, they have specialized duties (checkpoints, traffic-related...). They serve as an enforcement arm for the Land Transportation Office.
