I did hear about an amount of 2000 peso handed out in person for the barangay election. Not on Negros but somewhere on Mindanao.

Vote buying is illegal but politicians simply giving money to the poor could be considered a legal, humanitarian gesture. So as long as you don't give sample ballots with the donation, it will be almost impossible to prove vote buying. In 2022 out millions of votes cast, there were about 265 cases of illegal vote buying. Many people in the towns and barangays expect the money every election cycle and they know what is expected. In the USA we have the same thing at a different level. Who doesn't think that Biden's student loan forgiveness WAS NOT vote buying, open and obvious funded by taxpayer money.
