Anything in that area is going to be expensive, shitholes start at P30,000 per month, you're going to have to be smokin some pretty good stuff to see your way through the rent and expenses. I would suggest considering the area along Hibbard Ave or Escanio beach areas, those seems to be the "hip" areas in town now at a little lower rent. Seems to me if there was one before on the main drag and a great location and it did not survive it would be a risky venture..However one ray of hope..Shadow said leases are about 30,000 a month that might have been the reason for it's demise maybe with a MUCH MUCH lesser overhead it might be profitable ...But then you lose also the location factor (very important I would think) I for one would not want to go and sit down and smoke what you are thinking of doing ...
There is a smoking ban in Dumaguete, but..... You may want to discuss with the City the "no smoking ban". I am not sure how much the agencies enforce it, which is a problem with many laws in the area. Partnering up with a local politician could solve the problems. There is a coffee place in town with a smoking area as noted by signs. The smoking ban could create a problem with your Hookah Bar if they decided to enforce it. I am not sure they even consider what you are doing is smoking. I would give it a few minutes of time to check out the smoking ban situation prior to investing too much time or money.

lol yeah, that "hoo" is pronounced like "who". If you are a smoker smoking sheesha (hooka) is a nice change of pace.....but you should be sure not to confuse sheesha (molasses tobacco) with hashish (weed) . There were several bars that offered it but the molasses tobacco was of very low quality and the flavors were very bland. Zanzibar was one of the local bars that used to offer it. I know one of the bartenders there (Iranian) and they might still be able to accommodate, or at least point you in the right direction, if you are interested in it.
