CHR endorses petition against LTO- Dumaguete chief, others BY JUDY F. PARTLOW & JUANCHO GALLARDE Visayan Daily Star The Commission on Human Rights in Negros Oriental has endorsed to the Land Transportation Office a petition filed by members of transport groups and other individuals in Dumaguete City and nearby towns, calling for an investigation on the alleged abusive practices of the LTO-Dumaguete District Office chief and other personnel. CHR special investigator Jess Cañete said that, based on the narrative of the complainants in a petition addressed to his office, it appears that the complaints against LTO-Dumaguete chief Eugene Gador and Law Enforcement Traffic Adjudication Services-designate Primo Arbon III, are valid, even if they are still unverified. Cañete said a certain Igmedio Duran had sent him via postal mail the petition, with 136 signatures, that calls for an investigation of alleged corruption and “erroneous implementation of traffic laws” by the respondents. He said the complaints include alleged arrogance, discourtesy, and flawed processes, in the enforcement of the Motorcycle Helmet Law, or Republic Act 10054. Cañete said that since it is impossible to verify the complaints with such large number of petitioners, he decided to forward copies of the petition to LTO Assistant Secretary Virginia Torres, the Office of the Ombudsman and the National Bureau of Investigation. He said the complaints are valid, and that he was also a victim of the arrogance and unbecoming behavior of some LTO-Dumaguete personnel who conduct checkpoints. The petitioners also questioned why they are required by Arbon to attend a half-day seminar upon apprehension, saying that it is not required by laws. “A number of us are forced to pay sums of money without official receipts and sometimes, even if we do receive the OR, the amount thereon is far less than what we paid”, the petitioners claimed. They added that LTO personnel are inconsistent and biased in enforcing the laws. They also question the office item of Arbon, who, they believe, should have been assigned to the LTO in Jagna, Bohol as clerk II. Gador could not be reached for comment as he was said to be on official business in Cebu, and Arbon was conducting a lecture to apprehended motorists.
Hope they'll do something with these LTO officers. What i just hate really the most is that everytime you get penalized and you want to either get your license or vehicle then they will ask you to pay but will not issue a receipt which makes me wonder if they split up the money between themselves?or where else will it go?
What ? The LTO ? Allegedly corrupt ? Don't issue receipts ? Wondering if they share the money ? Oh my goodness. Shock and horror. This should never happen in such a pure and righteous country. I'm still reeling in bewilderment at such an amazing revelation.
No sh*t? If the LTO chief is the one brought in from Carcar I am not shocked. Look at the wonderful traffic situation they have there. A complete disaster and 3rd world shithole that place is. Actually, from the looks of things, Carcar has actually improved since his departure. (Off to the port now to buy a ticket.......in a bad mood now, I can't wait to get to the port. Where's the article of corruption there? Where do I file one of these petitions?)
My wife and I were stopped at a traffic check point between Dumaguete and Valencia last October. I was driving a friends car. The officer asked for driver's license and asked a few questions and let us go. Being stopped is never a pleasant experience but the officer was professional and courteous. Of course if he had given me a ticket I probably would not be so kind in my remarks. O--O Dean, now in Oklahoma City
Fines .....But No Law In any case , a good question would be why a fine can be assessed against a driver for a violation that cannot be found in the rule books ! How does a driver supposed to know a law that cannot be pointed out in any text ? Drivers are mind readers ?
Ignorance is not an excuse. The laws here are similar to many other countries. Enforcement is another thing though.
