    BI TO OPEN OFFICES AT 28 ROBINSONS MALLS
    The Bureau of Immigration (BI) has embarked its partnership program with the country’s leading shopping chain to make BI services easily accessible to foreigners staying throughout the archipelago.
    BI Commissioner Siegfred B. Mison and the Management of Robinsons Land Corporation forged the partnership in a Memorandum of Agreement (MOA) signed the other day to bring government services closer to the people.
    Robinsons Land Corporation (RLC) was represented by its President and Chief Operating Officer (COO) Frederick D. Go and Arlene MG. Magtibay, RLC Senior Vice-President and General Manager.
    Mison welcomed the Robinsons mall chain’s participation in BI’s decentralization by offering the bureau spaces free of charge at its 28 branches throughout Luzon, Visayas and Mindanao that will serve as BI satellite offices.
    The BI chief stressed that, with the opening of more BI satellite or extension offices, thousands of foreign nationals stand to benefit from the convenience of not having to travel all the way to the BI Main Office in Intramuros, Manila.
    “We appreciate the private sector’s support and participation in making our services available to foreign nationals at the localities where they are at. In this case, the Robinsons Malls frequented by foreign visitors will be the most ideal site for BI satellite offices,” Mison said.
    The first BI extension offices will open at Robinsons Malls Lingkod-Pinoy Center of Robinsons Place Malabon City, Luisita, Cainta, Rizal, Sta. Rosa Market, Laguna, Dasmariñas (Cavite), and Roxas City (Capiz).
    Under the agreement, the BI extension offices will include eight (8) in NCR Robinsons malls (Mandaluyong, Malabon, Ortigas, Pasig, Manila, Quezon City, Cainta); four (4) in Central Luzon (Angeles City, San Fernando, Malolos, Tarlac); three (3) in North Luzon (Laoag, Calasiao, Isabela); five (5) in South Luzon (Laguna, Puerto Princesa, Cavite, Batangas); two (2) in Central Visayas (Cebu); four (4) in Western Visayas (Negros Occidental, Iloilo, Leyte, Capiz); and two (2) in Mindanao (Cagayan de Oro, Butuan).
    Mison said the use of the mall spaces will be available for immigration services, including extension of Temporary Visitor’s Visa (TVV); issuance of Emigration Clearance Certificate (ECC); issuance of Special Work Permit (SWP), Provisional Work Permit (PWP) and Special Study Permit (SSP).
    Other services to be offered in satellite offices include processing and payment of Annual Report; receiving of applications for change to or renewal of Immigrant and Non-Immigrant Visas; and receiving of applications for Dual Citizenship, he added.

    It seems very strange that nogros oriental is not on the list! Looks like Bacolod will get an office, and I'm pretty sure there are far more foreigners here.

    Davy, why do you keep trying to apply logic to this country? Chaos and denial are more in the thinking locally.

    No surprises here really Dave, it's seems to be on a par with the logic, or lack of it. Calling Palawan part of Luzon, and Leyte part of western Visayas when it is much further east of Cebu should give a clue to how much thought has gone into it. 20 new offices for Luzon and just 8 for the whole of the rest of the country. Nothing further south than CdeO. No help at all to the large expat community in Davao/Samal. Bear in mind of how long and loud they trumpeted about the new passport office to be opened in Dumaguete Robinsons and it is still an empty shell. So much for Dumaguete being touted as a centre of excellence for tourism, despite being given a budget of 111million pesos, yet there are more foreigners per head of population here than anywhere outside of Angeles and Olongapo. 2Go took Dumaguete off of their regular port of call and now it's just an occasional, Weesam stopped altogether, and Cebu Pacific cancelled the midday Manila flight and stopped the afternoon Cebu flight. The time warp that Dumaguete is trapped in continues.

    I use the Bacolod office, & would say that I have never had any problem with getting tasks completed with no big time queues Etc. rarely have to wait for service.
    Another office in Bacolod would be a waste of time & resources...

    To further clarify (or in this case, confuse) the issue of ECC requirements, I emailed the main BI in Manila office. Yesterday, I received the following response: "Please be informed that ECC for tourists may be applied at the BI Main office or in selected District Offices (Batangas, Cagayan de Oro, Cebu, Clark, Legazpi, Tacloban and Tuguegarao), Satellite Offices (SM North Edsa, Sta. Rosa, Taytay), Field Offices (Baguio, Bataan, Boracay, Butuan, Cauayan, General Santos, Glan, Kalibo, Lucena, Naga, Olongapo, Zamboanga), and Clark One-Stop-Shop. ECC for Tourists may not be applied at any international airport and departing the Philippines without the ECC will be denied departure or offloaded. Applications for ECC takes two (2) to three (3) days before it will be released. Said ECC has thirty (30) days validity."
    Two days ago in Dumaguete and today in Cebu, I was informed by BI in both places that Manila requires 7 days before the ECC will be released. Go figure. Or not.
