The crazy crazy world of the Philippines

How Absurd. When Spain went from Regional plates to National Plates ( Some 6/7 years ago) The ITV Testing centres became Responsible for this. (In the Uk it would the MOT testing Centers.) That way each year, the plates could be checked for Validity BUT first, They would have to implement a vehicle testing For Vehicles DOH!
Maybe the Smoke emission Centres could be made Responsible  No! I think not, too many Pockets about :p

Shocking!!!!! Here in the Philippines, GRAFT in the bidding process???? Who could imagine such a thing!

The consumer group Action for Consumerism and Transparency for Nation (Action) has filed graft charges before the Office of the Ombudsman against several officers of the DOTC and LTO over the alleged questionable bidding of contract for the supply of motor vehicle plates.

So you have to show them the license you are applying for to get the license you need to show them for the application process? That is a very hard sentence to read.

Ahhh! my bad. I thought they were saying you needed to show them the license you were applying for to get the license. I thought they were applying some Filipino logic to the process. I see now they are just switching to new plates. Need a couple more Red Bulls and cigarettes before I reply to anything else.

Why is it that the government... LTO... Immigration... etc constantly seem to change their systems... but never complete the task fully or just do not follow up on the benefits of the change? There only seem to get a little bit past the collecting new fees part... then everything is put on hold. Is it because of the political changes or just an inherently unstable governmental processes (or the need to generate more fees) ?
An example was when they collect fees to certify new helmets, then a rule changed came to require the fees to be reimbursed. Of coarse a long process was required to get you fees returned. If you time was worth more than 15 p an hour you could not afford to wait in line and do all the other things necessary for you fee return. Some one got a lot of money out the deal. I would presume the records show a 98% return of fees, while reality was like... oh well we know how the systems work here. So get ready to pay 450 P for you new plates... how many Filipinos can really afford what is almost 2 days of wages for a new plate? Will this system also be aborted after the appropriate amount of fees are collected?
