I think the article was full of cattle scale and cattle manure, here is what I think really happened:

Point one: Comparing apples, oranges and road apples - The scale was mostly like made to weigh cattle manure, not cattle. Since cattle manure is more beneficial to those governing the local government than cattle the scale had to had a higher degree of accuracy. The charge was that a cattle scale was purchased 33% more than what they thought it should cost. That was the first mistake: in most well oiled governmental operations things like this are purchased at more than 500% of the real price, giving enough people a piece of the action no one would press charges in a case like this. . Did it take the government 25 years to find a cheaper version? Hahaha. Who thought it was overpriced; maybe she bought the US version instead of the Chinese version. I know I can find a dozen of eggs here with a 33% price difference from store to store, and a dozen of eggs is a lot more common than a cattle scale. However the Chinese version of a dozen of eggs will be fake, (saw it on TV).

Point two: Ofelia offended the wrong person - Sound to me like Ofelia Oliva really did something more significant than buying a cattle scale for the wrong price. We all know the laws can be enforce personally here, meaning it is who you are, and who wants a bribe or to screw you if you are persecuted. To come into the cross hairs of such an important Sandiganbayan investigation I personally think she did a much more gregarious criminal act, like accepting a 50 P vote buying bribe, then falling asleep, and never voting in the election, thus breaking her agreement with some other politician which put her in the cross hairs of the politician who then pressured the Sandiganbayan for the last 25 years to bring charges in this obviously blatantly mega-thief from the citizens of Dumaguete.

Point three: Timely Justice has been served. If it was me, I would have used the scale (Chinese version to insure they real amount sold was less than the right amount) to measure out a huge quantity of cow manure, overpriced it; and sold it to the city to be use to govern the City. If she did do that it would explain why the City has so much BS involved in its operations. That is what probably happened and the good politicians around the city are still trying to get rid the city of the bs around city hall after 25 years. Clearing this injustice and surrounding bs is one of the ways the city will clean itself up. I am personally proud of the City for getting to the bottom of all this bullshit after a short 25 year investigation. Justice has been served.
