A US friend of mine is getting ( it seems) the run around from the US Embassy in Manila. His wife has applied for a Spousal Visa and had here Interview on October 3rd. They kept her Passport and said just wait. Now they are getting in his words." Abusive Answers" to the requests for updates. What, can/should he/they do next?

Write a letter to someone higher up in the State Department.

The Embassy did the same with my Asawa, after her physical @ St. lukes. St Lukes said she had a sputum(Bronchial) problem, had to under go treatment for several months. November she was told to pickup her passport and return to St. Lukes for another physical. Now waiting for an appointment. Good Grief Charlie Brown....going on for over 2+ years with a Spousal Visa. Case Creation Date: 19-Sep-2011
    Status Updated Date: 18-Nov-2014

Your case is under administrative processing. Please see the letter you received at your interview for more information. If you are required to submit additional documents, please submit them to the U.S. Embassy via any branch of 2GO courier service (Attn: Immigrant Visa Unit) together with a copy of the letter.

If further information/review is needed, you will be notified once we have completed our review of your case.

Consular officers need to be reasonably satisfied that all issues have been addressed before a final determination is made regarding visa issuance.

The time required to process a visa application to conclusion varies by case and depends on its complexity, along with the number and intricacy of other cases awaiting review.

Do not finalize travel plans, purchase plane tickets, dispose of property, or cease employment until a visa is delivered to you. We are unable to commit to issuing a visa on a certain date.

Under the U.S. Immigration and Nationality Act, Immigrant Visas for "Diversity Visas" cannot be issued after September 30th of the year in which you were selected to apply for a Diversity Visa. For example, entrants into the Diversity Visa Program in Fall of 2011 were selected for Diversity Visa 2012 Program, and selectees MUST apply and receive their visa prior to September 30, 2012 otherwise they lose eligibility to receive a Diversity Immigrant Visa, regardless of additional administrative processing.

In addition, please note that some immigrant visas may not be able to be issued if the annual numerical limit for that category has been reached.

I've heard it's much better to get a fiance visa and get married in the US instead of in the Philippines (or anywhere else overseas)....though I don't know if getting that visa would be any easier.

Not much you can do about it. I noticed that no where on the State Departments website is there a place to report fraud/waste/abuse.......I bet it was there before but they got so bogged down with reports that they had to get rid of it. Makes me sick to see Kerry's face on the front page of that site.

I had a guy who worked for me do the Fiance Visa way and they were married in the U.S. within 7 months. But he did have some help(His Commanding Officer back in the day was a guy named Oliver North.....you may have heard of him).I suggested this to my then fiance. She declined, her reasoning?.....she wanted to make sure the marriage was "legal".....so here our situation has languished [IMG]

You should, Obama would give her citizenship and save you a bunch of time and expense to do it the legal way.

Might have had more to do with them thinking that it is impossible to get a divorce if married in the Philippines. (Which is absolutely untrue.)
