I think someone forgot to grease the wheel and the wheel has come to a grinding halt. Someone is going to have to dump a 55 barrel of grease on that wheel to make it start spinning again.......or else they will need to take a torch and cut it off and find a replacement. If I were the wheel I might be afraid of the latter happening.
