Based on my experience in Philippines I've learned two things: 1. Don't go to the hospital if you can avoid it. 2. Always carry your own ransom money. We'll, I guess that's really only one thing.

One thing I will ask, are we talking about the Policy of a Hospital to Cover all patients or just Foreigners in particular? the OP just launched into the law side of it and I now wonder if there is a specific problem here we don't know about. When my MIL was admitted to SUMC last month, The Emergency Room Staff got underway with her Examination immediately, It was only during the Examination when the 2 doctors agreed she had a problem, were we asked about insurances and such Like, as she was to be admitted. We visited the Administration Office and had little problem. I know that each of us will have a different tale to tell, but hand on Heart, I have to say we have never had a problem with things that are reported in various threads and other forums etc. Sometimes we have to ask, is there a history of problem/or non payments of Accounts that make us seek a Law that (In my Opinion) holds no water for a Private Institution. Many locals will always use the Public Hospitals like (Provincial here) Where payments [if Any] never worries people. The wait can be horrendous (Which is Why others use a Private hospital, but of course that costs!) So is this law the OP Quotes mainly to Cover Private or Public Institutions?
Good question JP, re Foreigners treated differently to Filipinos, that could be correct as are many other examples in different circumstances here. EG., right or wrong, the Foreigner is guilty and should pay whatever the circumstances in a road accident.
Always a debatable point, frankly I liked Dustin's post on his unfortunate Accident, Well Accident? the main thing here I think is Comprehensive Insurance should be a must for us. You pay a lot for the insurance, let them decide who was at fault and that I feel, should stand up in any court of law. 9/10 Times the local will have NO Insurance and to me that says it all. Surely it is now time the Authorities should start and understand that is what 3rd Party is all about. I read a lot about on board cameras now being used to Show Police and the offender on the SPOT Who was at fault My what a difference that would make. Emergency health care is available for everyone and we don't hold anyone hostage for not paying. That is something they did on their own. Let's stop passing the buck for the way they do things in the Philippines. They were given independence quite some time ago. It's nobody fault but their own. As for the US: COBRA Continuation Care Medicare Medicaid These programs have been around for a long time. Are they the best insurance you can get? Absolutely not. I don't think they should be excellent health care. If you want something better you should work hard to get it. "Life, Liberty and the pursuit of Happiness" It doesn't say "A long healthy life, liberty and guaranteed happiness". The US didn't become one of the most powerful countries in the world by giving away free sh*t. There was a work culture in the US......now it's turning into a "give me something" culture.
Of course it is getting to be a world wide problem to Countries whose people have Worked hard to achieve a life worth living only to have it dished out to those that have never paid in or just wasters, it can bring about many problems one being the other thread about these children. "The you give them the more they want" it is a never ending Nanny State issue that seems to be starting to be the norm. But, who are we.?
I think most of us are people who have worked for what we have. I don't expect any handouts, nor would I accept them if offered. (However, when I go back to the US next year I will apply for unemployment and whatever other social benefits I am legally "entitled" to. I have paid my share into the "system" and I will get as much of it back as I can.)
