So What Good are Homeowners Associations and/or Subdivision Committees

Reading elsewhere today, I gather that many Condo's, Sub Divisions and Communities that have Associations or Committees Find it hard to get owners to pay their dues for the upkeep of the common Areas and security, not to mention Communal Swimming Pools. Just what is it that Owners are reluctant to cough up for these Items when it is to the Good of the Property they own.
How much weight do they have (The Committees and Associations) is there no Local Laws from the City that can be brought to book on these things. I mean these Owners Stiff you for the Rent that should include communal amenities and Security, for your Comfort and Security then you Find out that the Costs can't be met and things are either not there or working because the owners have not paid the Dues or as I learn, the treasurer runs off with the Cash.
Any views on this issue, I have some and would be fairly easy to put in Practice, BUT we are not allowed to Participate in these things SO any Thoughts?
I know that we don't have any yet but things are on the Move here in Dumaguete and before Long we will have High rise ( Well fairly large for Dumaguete) Condo Buildings that will fall into this type of Property Management . with Committees and Things.


People who Rent get freaked about enough, without all this Crap going on! The Way I look at it is we should get what we are paying for. The Owners get the Rent they should Pay their dues for the Security and Amenities.
