I do not think it is a bad law, just like most of the laws here, but it is the implementation that is the problem. The enforcementis scattered at best, and pointed at worst... (expats only). Like the helmet law here this new law can probably be ignored until you p*ss off the wrong person or it is Christmas and the enforcing officers need more gifts for the family, then you would probably face the death penalty for breaking this law. It is a very unstable law and enforcement system here, with many conflicting laws...

Don't forget the criminals do not observe the laws anyway... like the gun control laws here, no one really gets in trouble unless there are a non-citizens, but the citizens kill each other every week with illegal guns.

Who do you think will be those enforcing Officers. AH! Of course the ones wearing the bandit masks, lets get real here, Dust Masks as bought from a Pharmacy are never going to be mistaken for a Bandit wrap.
Silly as it sound my 15 year old daughter has just asked her Mam to get a Doctors note she can get Laminated and Hang round her neck with here School ID.
My Local Policeman here has just passed me in Full Wrap up as it is Blowing a gale down our Road, bet he don't get a Pull, Even the Mayor uses a dust mask on the Boulevard he takes it off outside CB and hands it to the Driver/Minder. Foot Shooting Flounder I think we have here, Clear up the Crime rate and leave decent folk to see to their health.
NAH! Easier to Bully the little man.:pompus: HIGH Horse? Don't care, Health is more important that Wealth. So they keep telling everyone but seem to do little about it. Just making things harder for Joe Public. :wideyed:

My nephew has come to tell me about this, as he has just heard about it. He is a Registered Nurse attached to City hall on the TB Programme, he reminded me to say while I write to people here, it is a requirement of that programme that suffers of TB should wear a mask when out in Public. I watched an Uncle Die of TB, Not Pretty, These Idiotic Law makers need to Understand it is not the Criminals that will suffer it will be the innocent as usual, My goodness, I sincerely hope one of the First to get TB will be one of these people, They will spend more time on the streets stopping those that have a need to mask up and the Criminal will still be a Criminal. The Health Department are against this Move. His Boss has told him.

They are many laws on the books here that could reduce the murder rate, but few if any are enforced. This proposed law will be just the same as others, reduce the drug culture (by normal means, not letting them kill each others as well as innocent people) ad you will reduce the murder rate.

As it stands alone, I still do not think this a bad law with a few modification to take into consideration the TB issue and other issues as breathing issues but this law alone will do very little to reduce the murder rate because the murders will not voluntary comply and the law enforcement will not enforce. It the other laws on the book laws were enforced the law probably would not be necessary.

Instead of these ill thought out laws maybe the local plod should get off their arses and patrol the streets instead of eating rice or sleeping all day like I have seen some doing.

    Wait.
Something that conceals a person's identity....such as a helmet. Am I supposed to wear one or not?

This is another useless unenforceable law....one of a long list....99% of the people wearing a wrap....are simply protecting themselves from the sun or the dust...... If they actually tried to enforce this law it would be chaos.... there is a law against peeing in public too.....you see how good that law worksdy

And let's not forget: if you don't want to be issued a ticket....simply don't stop for the police. It's not like they have anything to chase you with and if they did they probably don't have enough gas to do it for long.
