The typhoon will take care of relocating them off the waterways like the last time. Excessive rain + small river + slums = relocation of bodies to the ocean. It's not like typhoons just pop up out of nowhere. They have time to relocate them to shelters away from the river for a night. A bit of preventative measures will go a long way. And it's not like they haven't been presented ways of warning people of flooding rivers. I think the government might see them as a problem a typhoon can deal with. In Cebu near the port there were a lot of squatters. A few years ago there was a fire that burnt all their dwellings to the ground. My wife thought it was arson by the local gov. They have not returned. If the squatters can vote then there is no good reason for the LGU to chase them out.
